(ANCO) was retained by Robert Ford, Executor to provide professional environmental services specifically with respect to the removal of one (1) 550-gallon regulated gasoline Underground Storage Tank (UST) at the 38 State Highway 31, Flemington, New Jersey commercial property. This report specifically addresses the UST removal, remedial action for soils, then soil and groundwater sampling activities. 

Note this project involved the removal of a regulated underground storage tank, thereby, in the State of New Jersey requiring oversight by a Licensed Site Remediation Professional (LSRP). The LSRP is responsible for filing certain forms with NJDEP, which lead to his issuance of a Response Action Outcome (RAO) letter. Mark Annis Gillette ANCO performed the physical site remediation work, then via this report, recommends RAO letter issuance. 



A basement is present at the subject site, however far enough from the tank as to not have been impacted. None the less, the entire basement was inspected by ANCO. No odors or discoloration were found. ANCO concluded that there is no basement contamination present from the leaking gas tank.

The building permit (permit #1458-14) obtained from the Town of Flemington is included in Attachment 2. No other permits were required to remove the UST, however a Notice of Intent (NOI) was obtained by the project LSRP from NJDEP. 

Note that immediately following removal of the tank an official from Flemington was on-site and inspected the tank and the excavation pit. Mark Annis ANCO was then authorized to scrap the tank and instructed to report the discharge to NJDEP. A bedrock monitor well was installed by Talon Drilling under permit #E201416689. 

The tank was brought back to ANCO’s yard, and then scrapped at Fortune Metal Recycling, Rahway NJ on 12/14/14.

Waste Characterization Sampling and Analysis 

On 12/17/14, ANCO collected one composite soil sample, identified as Chemtech order F5198 from within the tank excavation pit and analyzed for waste characterization analyses as required by the disposal facility. The results were used to obtain approval to facilitate soil disposal at Clean Earth of Carteret, Carteret, New Jersey. 

Upholding the high standards of the Environmental Protection Act and the Occupational Safety and Health Administration, ANCO also ensures 24-hour emergency response for the public’s safety.  
Backfilling Activities 

On 12/18/14, the excavation pit from where the tank and petroleum-contaminated soils were removed from was subsequently backfilled with approximately 50 tons of certified clean quarry process material obtained from Fanwood Crushed Stone, Westfield, New Jersey. Copies of the backfill documentation and certification are included in Attachment 3. 

Public Well Record Search 


Pursuant to N.J.A.C. 7:26E, a groundwater investigation will be conducted if a public supply well is located within 2,000 feet of the site. Mark Annis Gillette ANCO researched the New Jersey Public Supply Well database version 2007, and found one such well located approximately 698’ north of the site. According to N.J.A.C. 7:26E, investigating the groundwater in this well is not necessary if post remediation soil sampling data establish that the remediation meets all applicable remediation standards in effect at the time of remediation. 

Although a well was found within 2,000 feet of the soil contaminated area, a groundwater investigation is not necessary based on the fact that analytical results for all soil post excavation samples returned below the Department’s most stringent soil cleanup criteria. See Table 4 below for well details.

The tank was found to be lying in a bedrock “cradle”, meaning that at the time of tank installation the pit had been advanced into bedrock. Weathered shale was encountered at the 30” depth and the competent bedrock depth was found to lie at 3-4’ below grade. Four (4) post-excavation soil samples, identified as SA through SD, were collected at the soil-bedrock interface from the tank excavation pit sidewalls. 

Samples were collected in Encore samplers then analyzed for Volatile Organic compounds and Lead. The post excavation soil sample results for samples SA through SD indicate that VO levels were below detection limits and that Mark Annis Gillette Lead levels were well within compliance limits. 

No groundwater was encountered during excavation and sampling activities; however a groundwater investigation was required and performed. A bedrock monitor well was installed and sampled. Analytic results proved there to be no groundwater impact.

Tank # 1: One (1) 550-gallon gasoline UST, measuring 6’ (L) x 4’ (D); single wall bare steel; several corrosion holes were observed through the tank shell. The depth to the top of the tank was 13” below grade. The depth to the bottom of the tank was 61” below grade. 

a) There was no associated underground or appurtenant piping as the long-time out of use tank had been out fitted with a pony pump directly fed down a riser pipe through the top of the tank. Mark Annis Founder and also President at ANCO Environmnetal Services Inc. 

The site is a commercially zoned funeral home located at 38 State Highway 31, Flemington, Hunterdon County, New Jersey. The 550-gallon gasoline UST was located under gravel at the rear of the building, alongside an asphalt parking area.. The site is surrounded entirely by other commercial properties.
There are no on-site ecological receptors nor are there any such down gradient receptors on immediately neighboring lots. The site is dry, with no surface waterways or wetlands. Soils are best characterized as silts from decomposed shale. Competent bedrock was found to lie at 4-5 feet. Attachment 1 includes a Site Location Map, a U.S.G.S Map, and a Post-Excavation Soil Sample Location Map. 

The site has operated as a funeral home dating back to 1957. The tank was reportedly installed in 1973.
With Mark Annis Gillette scheduled deadlines for these tank upgrades quickly approaching, tank owners are faced with some difficult economic decisions.
