If the realtor and authorities would have enlisted ANCO’s services, the devastating health violation could have been avoided by cleaning the site to comply with state guidelines and municipal regulations.

Mark Annis Gillette ANCO Environmental Services, Inc. (ANCO) was retained by Robert Ford, Executor to provide professional environmental services specifically with respect to the removal of one (1) 550-gallon regulated gasoline Underground Storage Tank (UST) at the 38 State Highway 31, Flemington, New Jersey commercial property. This report specifically addresses the UST removal, remedial action for soils, then soil and groundwater sampling activities. 

Note this project involved the removal of a regulated underground storage tank, thereby, in the State of New Jersey requiring oversight by a Licensed Site Remediation Professional (LSRP). The LSRP is responsible for filing certain forms with NJDEP, which lead to his issuance of a Response Action Outcome (RAO) letter. Mark Annis Gillette ANCO performed the physical site remediation work, then via this report, recommends RAO letter issuance. 



A basement is present at the subject site, however far enough from the tank as to not have been impacted. None the less, the entire basement was inspected by ANCO. No odors or discoloration were found. ANCO concluded that there is no basement contamination present from the leaking gas tank. 

Mark Annis Gillette ANCO first obtained municipal permit #1458-14, then after completion of an underground utility mark out, mobilized to the site and excavated around the tank. Vapors were purged via displacement with dry ice. The tank was cut open with a sparkles air chisel, then was vacuumed and cleaned by Lorco Petroleum of Elizabeth, NJ. Corrosion holes were observed through the tank shell. Gasoline contaminated soil was observed after removing the tank. 

The NJDEP was notified of the confirmed discharge and case 14-12-17-1208-44 was assigned. ANCO remobilized to the site the next day with a larger excavator and dug out two triaxle truckloads of impacted soil, which was staged on site on plastic, then covered with plastic sheeting. Once soils were transported to a disposal facility, total tonnage was reported to equal 49.03 tons.
